The Seventh Plenary Session of Parliamentary Assembly of Turkic Speaking countries took place on 8 December 2017 in Bishkek, capital of Kyrgyz Republic hosted by Mr. Dastanbek Dzhumabekov, Chairman of Jogorku Kenesh (Parliament) of Kyrgyz Republic.

The meeting was attended by Mr. Dastanbek Dzhumabekov, Chairman of Joqorku Kenesh of Kyrgyz Republic, Mr. Ogtay Asadov, Chairman of Milli Mejlis (Parliament) of the Republic of Azerbaijan, Mr. Ismayil Kahraman, Speaker of the Grand National Assembly of Turkey, Ms. Gulmira Isimbayeva Vice-Chair of the Mazhilis of the Parliament of the Republic of Kazakhstan, as well as Ishtvan Yakab, Vice-Chair of Hungarian National Assembly in capacity of observer in TURKPA, parliamentary delegation of Uzbekistan headed by Mr. Nariman Umarov, Vice-speaker of Legislative Chamber of the Oliy Majlis as an honored guest. The delegation from Uzbekistan took part in the TURKPA Plenary session for the first time.

On 8 December before the meeting the Toraga of the Jogorku Kenesh of the Kyrgyz Republic Dastanbek Dzhumabekov, the Chairman of the Milli Mejlis of Azerbaijan Ogtay Asadov, the Chairman of the Grand National Assembly of Turkey Ismail Kahraman, the Vice-Chairman of the Majilis of the Parliament of the Republic of Kazakhstan Gulmira Isimbaeva and the Secretary General of TurkPA Zhandos Asanov visited the National Historical and Memorial Complex " Ata Bayit and laid flowers at the memorial to those who perished in the tragic events of 1916 "Urkun", to the memorial in memory of the victims of repressions of the 1930s, to the memorial of the national writer Chingiz Aitmatov.

President of the Kyrgyz Republic Sooronbai Jeenbekov received the heads of delegations - participants of the 7th Plenary Session of the Parliamentary Assembly of Turkic-speaking countries (TurkPA) and expressed gratitude to the heads of delegations for participating in the meeting.

Also Mr. Dzhumabekov held bilateral meetings with the heads of delegations in the framework of the meeting. Representatives of the Cooperation Council of Turkic Speaking States (CCTS), TURKSOY, IPA CIS, Turkic Academy, Union of Turkic World Engineers and Architects, Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) and International Organization for Migration (IOM) took part in the Session.

The main topic of the meeting was “Transparency in Parliaments: New Technologies in Decision Making”. Toraga of the Jogorku Kenesh Dastanbek Dzhumabekov in his speech outlined the role of high technologies in the development of the country.

Mr. Dzhumabekov thanked the Majilis of Kazakhstan for the work conducted during their Chairmanship in TURKPA. Mr. Chairman assured his colleagues that the Kyrgyz side will make every effort to develop inter-parliamentary cooperation and inter-parliamentary dialogue. He also noted the need to strengthen the fraternal relations among the Turkic-speaking countries and expressed the hope that the interaction of the TURKPA member countries will reach a new level during the Chairmanship of Kyrgyz Republic.

The Plenary Session was preceded by the meeting of the Council of Assembly with participation of the chairs of the parliaments of four member countries. During the Council’s meeting, a Chairmanship was handed over from Majlis of the Parliament of Kazakhstan to the Joqorku Kenesh of Kyrgyz Republic.

Mr. Altynbek Mamaiusupov, representative of Jogorku Kenesh of Kyrgyz Republic in the Parliamentary Assembly was elected as the Secretary General of TURKPA at the Plenary Session of the Assembly. The candidacies of Fuad Alakbarov (Azerbaijan), Nauryz Aidarov (Kazakhstan) and Ali Yıldız (Turkey) as Deputy Secretary Generals, as well as Chairmen and Vice-Chairs of TURKPA Commissions were approved.

The Session was ended with adoption of Ala-Archa Declaration.

On the same day a press conference was held at the State residence "Ala-Archa", during which the Toraga of the Jogorku Kenesh Dastan Dzhumabekov positively assessed the preliminary results of the 7th Plenary Session of TURKPA, noting the importance of holding it in Bishkek.

The next Eighth Plenary Session of the Assembly will be held in Turkey in November 2018.
