Graduated from the Faculty of Philology of the Azerbaijan State University. Doctor of philological sciences, a professor. Member of the Azerbaijan National Academy of Sciences. Honored scientist. Member of Azerbaijan Writers Union. President of the World Alpagut Federation.

In 1985-1987 was a researcher at Nasimi Institute of Linguistics of Azerbaijan. Since 1987 was a head of the department of "Literature and Art" Newspaper, since 1991 worked as a teacher and professor of the Department of Turkology of Baku State University, since 1994 worked as head of the Department of Philology. Since 2000 took post of a head of the Department of Baku State University, head of the Atatürk Center in Azerbaijan.

Member of the New Azerbaijan Party. Was elected as a member of parliament of the second, third, fourth and fifth convocations. Member of the Regional Affairs Committee, Culture Committee, and Toponymy Commission of the Milli Majlis of the Republic of Azerbaijan. Head of the Working Group on Azerbaijan-Bahrain Inter-parliamentary relations, member of the working groups on relations with the parliaments of Kuwait, Kazakhstan, Kyrgyzstan, and Türkiye.
