Graduated from the Faculty of Treatment and Prevention of the Azerbaijan State Medical Institute. Doctor of medical sciences, professor. Member of the Azerbaijan National Academy of Sciences, Polish Academy of Medical Sciences, Russian Academy of Sciences. Honored scientist. Member of the World Oncologists, Association of Orthopedic-Traumatologists, American Society of Clinical Oncology, European Association of Reconstructive Surgery.

Since 1971 worked as a physician, head of the Department of Surgery of the Baku City Clinical Oncology Hospital. Since 1977 worked as a junior researcher, senior researcher and professor at the Oncology Scientific Center of the USSR Academy of Medical Sciences in Moscow. In 1992-2015 was a rector of Azerbaijan Medical University. Since 1993 took post of a head of the Oncology Department of the Azerbaijan Medical University and the public director of the Oncology Clinic in that University.

Member of the New Azerbaijan Party Veterans Council. Was elected as a member of the Supreme Soviet of the twelfth convocation, as well as a member of the Milli Majlis of the Republic of Azerbaijan of the fourth and fifth convocations. Chairman of the Health Committee of the Milli Majlis. Head of the Working Group on Azerbaijan-Türkiye Interparliamentary Relations, member of the working groups on relations with the parliaments of the Federal Republic of Germany, the United Arab Emirates, Finland, Montenegro, the Netherlands, Russia, and Saudi Arabia.
