Graduated from the Faculty of Pediatrics of Azerbaijan State Medical Institute and the Department of Law of Baku State University. Studied Kennedy Program on Public Health, Women and Power at Harvard University. Doctor of philosophy in history.

In 1983-1991 was a doctor of children's polyclinic No. 19 in Baku, in 1991-1998 was a chief doctor of children's polyclinic No. 17. In 1998-2000 worked as a first Vice-Chairperson of the State Committee on Women's Problems of the Republic of Azerbaijan.

Member of the Inspection Commission of the New Azerbaijan Party, Chairperson of the Nasimi regional branch of the New Azerbaijan Party. Elected as a member of parliament of the second, third, fourth and fifth convocations. Vice-Chair of the Labor and Social Policy Committee, member of the Health Committee and Disciplinary Commission of the Milli Majlis of the Republic of Azerbaijan. Head of the Working Group on Azerbaijan-Serbia Interparliamentary Relations, member of the working groups on relations with the parliaments of the United States of America, Austria, Belarus, Jordan, Qatar, Kyrgyzstan, Malaysia, the Netherlands, Uzbekistan, Türkiye and Japan. Member of the national delegation of the Milli Majlis in NATO PA and Euronest PA.
