Second Round of Presidential Election in the Republic of Türkiye

TURKPA Election Observation Mission composed of the parliamentarians from Azerbaijan and Kazakhstan, as well as the representatives of the TURKPA Secretariat conducted short-term monitoring of the second round of the presidential election held in the Republic of Türkiye on 28 May 2023. The Mission was headed by Ahliman Amiraslanov, Chairman of the Committee of Healthcare of the Milli Majlis of the Republic of Azerbaijan and of the TURKPA Commission on Environment, Natural Resources and Health Protection.

On the election day, members of the Mission visited polling stations in Ankara and Konya cities to observe the voting process. TURKPA observers monitored casting of votes, conversed with voters, local observers and polling stations’ officials on the ground.

Voter turnout for the election was reported by the Supreme Election Council (SEC) at approximately 85.70%. The SEC announced preliminary results of the second round of the presidential election, informing that Mr. Recep Tayyip Erdoğan won the election with approximately 52.14% of votes.

On 29 May, the Mission held a press conference on the preliminary outcomes of its observation.

The Mission emphasized that the election was held in transparent and democratic environment with high voter turnout. It noted that election administration bodies had carried out preparations for the second round of the election efficiently and in a professional manner, complying with deadlines and highly appreciated their work on ensuring the electoral rights of voters with disabilities.

Overall voting process was assessed positively in the observed polling stations. The Mission noted that voting procedures had been followed and the secrecy of the vote had been respected in the visited polling stations, while presence of local observers had ensured a high level of transparency.

The Mission concluded that the second round of the presidential election in the Republic of Türkiye of 28 May 2023 was held in compliance with the national legislation of the Republic of Türkiye and international election standards.
