Presidential Election in the Kyrgyz Republic

The TURKPA International Observers Mission conducted a short-term monitoring of the Presidential election held on 15 October 2017 in the Kyrgyz Republic. The mission included members of the parliament from Azerbaijan, Kazakhstan and Turkey as well as the representatives of the TURKPA Secretariat.

The mission was consisted of Mr Nizami Jafarov, member of the Milli Mejlis of the Republic of Azerbaijan, Mr Sarsenbay Yensegenov, member of the Senate of the Parliament of the Republic of Kazakhstan, Mr Nurlan Dulatbekov, member of the Majlis of the Parliament of the Republic of Kazakhstan, Mr Feyzullah Kıyıklık and Mr Erkan Aydın, members of the Grand National Assembly of the Republic of Turkey.

Within the visit’s framework, TURKPA observers’ mission held meetings with the high-ranked officials of the Central Election Commission and governments officials. During these meetings, observers were given detailed information as regards the measures taken in preparation for the election. According to the information of the Central Election Commission, about 3 025 770 had been registered to vote. Out-of-country voting has been organized in 37 polling stations in 27countries.

On the 16th October Mr Nizami Jafarov, member of the Milli Mejlis of the Republic of Azerbaijan, represented TurkPA observers at the meeting of President Almazbek Atambayev with heads of international election monitoring missions. On the same day Chairman of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic Mr Chynybai Tursunbekov received the TurkPA delegation of election observers.

TURKPA mission had the opportunity to monitor voting process at all stages. Polling stations on election day were open from 8:00 until 20:00. Members of the mission visited polling stations in Issyk Kul region (Cholpon Ata and villages around). Mission positively viewed the use of new technologies and the collection of biometric data in the voting process.

According to the preliminary information of the Central Election Commission, at the elections the voter turnout was approximately 56% and Mr Sooronbai Jeenbekov, presidential candidate took around 55% percent of the votes and elected President of the country.

The mission has not observed any significant violations or deviations from the legal framework and voting procedure was administered in conformity with the national legislation of the Kyrgyz Republic and international standards.

TURKPA International Observers Mission concludes that the Presidential election in the Kyrgyz Republic was held in full compliance with the national legislation of the Kyrgyz Republic.
