Early Presidential Election and Referendum on Form of Government in the Kyrgyz Republic

On 8-11 January 2021, the TURKPA International Observation Mission conducted short-term monitoring of the early presidential elections and referendum in the Kyrgyz Republic. The Mission led by Mr. Recep Şeker, member of the Grand National Assembly of Turkey (GNAT), Vice-Chairperson of the TURKPA Commission on Environment and Natural Resources, was comprised of members of the parliaments from the Republic of Azerbaijan and the Republic of Turkey, as well as diplomatic staff of the TURKPA Secretariat.

The Mission met with the Acting President, Chairman of the Jogorku Kenesh Mr. Talant Mamytov, Chairman of the CEC Ms. Nurzhan Shaildabekova and Minister of Foreign Affairs of the Kyrgyz Republic Mr. Ruslan Kazakbayev.

Chairman of the Jogorku Kenesh Mr. Talant Mamytov commended the active engagement of the TURKPA Observation Mission in the elections in Kyrgyzstan and emphasized importance of parliamentarians’ activities in this direction. Mr. Ruslan Kazakbayev informed the observers about activities of international observers in these elections and emphasized that Kyrgyz government fully realizes the necessity of confidence of Kyrgyz people for holding reforms and efficiency of state bodies.

During these meetings, the Mission was informed in detail as regards the measures taken on preparations for the presidential election and referendum.

Members of the Mission have also held meetings with the candidates contesting presidential election. They briefed the observers on their election platforms, propaganda activities before elections and their expectations from the 10 January elections.

The Mission had meetings with International Observation Missions of IPA CIS and OSCE PA.

Head of the Mission Mr. Recep Şeker also took part in a joint meeting of the heads of international observation missions with the Acting President of the Kyrgyz Republic Mr. Talant Mamytov.

On the voting day, the Mission visited a number of polling stations in the capital city Bishkek, having observed the voting process at all stages, starting from the opening of polling stations till the counting of votes. The Mission had an opportunity to monitor the casting of votes, talk to voters, polling stations’ officials and also to local observers on the ground.

On 11 January, the Mission held a press conference on the outcomes of its observation work and concluded that 10 January presidential election and referendum were held in compliance with democratic and international election standards.
