Graduated from Odlar Yurdu University, Department of Law, Jurisprudence (1999-2003). Master’s degree in Jurisprudence, Department of Law at the Baku State University (2003-2005). In July 2002 started to work at the Administration of Milli Majlis of the Republic of Azerbaijan.

In 2013 elected as a TURKPA Deputy Secretary General.
