Fifth Plenary Session of TURKPA

The Fifth Plenary Session of TURKPA took place on 12-13 June 2014 in Baku, capital of the Republic of Azerbaijan hosted by Mr.Ogtay Asadov, Chairman of Milli Mejlis of the Republic of Azerbaijan.

The Plenary Session was attended by Mr. Kabibulla Jakupov, Chairman of Mazhilis of the Parliament of the Republic of Kazakhstan, Mr.Asilbek Jeenbekov, Chairman of Jogorku Kenesh of the Kyrgyz Republic and Mr.Cemil Çiçek, Speaker of the Grand National Assembly of Turkey.

A meeting of the Council of Assembly preceded the Plenary Session, when TURKPA Chairmanship was handed over from the Grand National Assembly of Turkey to Milli Mejlis of the Republic of Azerbaijan.

The main topic of the Session’s General Debate was “Content of the TURKPA activities”. The speakers made speeches on the issue of increasing TURKPA’s efficiency in the light of further institutional development of the Assembly. The Assembly adopted decision on restructuring TURKPA permanent commissions and set up the commission on international relations and legal affairs, commission on economic cooperation, commission on social, cultural and humanitarian affairs and commission onenvironmentandnatural resources. The agenda of the Fifth Plenary Session included also adoption of reports and recommendations of the last meetings of the TURKPA permanent commissions, report of the TURKPA international observers’ mission on presidential elections in Azerbaijan and adoption of the TURKPA’s budget for the financial year 2015.

The delegation of the Hungarian Parliament headed by Sandor Lezsak, Deputy Speaker of the Hungarian National Assembly, attended the Fifth Plenary Session and upon decision of the Council of Assembly Hungarian Parliament was granted an observer status in TURKPA. Representatives of the Cooperation Council of Turkic Speaking States, TURKSOY, IPA CIS, Turkic Academy, Parliamentary Assembly of the Black Sea Economic Cooperation, GUAM, CICA and Marmara Foundation also participated in the Session.

The Plenary Session was ended with adoption of the Baku Declaration.
