Speech of Mr. Ramil Hasanov, turkpa secretary general at the 2nd summit of cooperation council of turkic speaking states (Bishkek, 23 August 2012)

Dear Mr. Chairman,

Honourable Heads of States, Your Excellencies Mr. Almasbek Atambayev, Mr. Nursultan Nazarbayev, Mr. Artur Rasizade, Mr. Abdullah Gul!

First of all, I would like to express my deep honour for giving a possibility to speak from this high rostrum.

The 3rd plenary session of TURKPA was held this year in June in Bishkek. During the Bishkek session documents of newly established four permanent commissions were approved, chairmanship was handed over from Kazakhstan to Kyrgyzstan and Bishkek Declaration was adopted.

TURKPA’s established international mission for observing elections has monitored presidential elections in Kyrgyzstan and parliamentary elections in Kazakhstan. It can be said that TURKPA’s mandate on international observation of elections is recognized and accepted by the international community.

TURKPA, through active participation of its Secretariat, has made a number of achievements in the field of international cooperation. TURKPA delegations have participated in the meetings, sessions and conferences of such international organizations, as OSCE PA, IPU, OSCE Council of Ministers, OIC Council of Ministers, PUIC, European Parliament, Baltic Assembly, GUAM, PABSEC and CIS IPA. First time upon coordination of TURKPA’s Secretariat the delegations of TURKPA member countries met during the OSCE PA Winter Session in 2012 and expressed their support to synergy actions in the OSCE PA framework. TURKPA delegation also participated at the OSCE PA 21st Annual Session held in July 2012 in Monaco. In this regard, I would like to inform you on TURKPA’s activities at the Monaco session. The OSCE PA committee on human rights and democracy have presented a number of biased draft resolutions relating to the events in Zhanaozen, Kazakhstan. Nevertheless, under the TURKPA’s coordination its four member countries took a common stand on this issue, and moreover, majority of the OSCE PA members voted against these draft resolutions. Member of the Kyrgyz Parliament was elected to the position of Vice-Chairman of the OSCE PA Economic Committee and joint activities of the TURKPA member countries have made positive contribution to this process. At the same time, proposals on joint actions of the TURKPA member countries in the OSCE PA were presented in written form to four delegations.

TURKPA Secretary General held bilateral meetings with the OSCE Secretary General Ambassador Lamberto Zannier and representative of the OSCE Chairman-in-Office Ambassador Eoin O’Leary. As a result of these meetings, upon invitation of the ambassador of Ireland, which is the OSCE chairing country, TURKPA Secretary General is expected to address to the OSCE Permanent Council. The main purpose of this event is to present detailed information on TURKPA to the ambassadors of the OSCE participating states, as well as to answer the questions of the OSCE Permanent Council on matters of mutual interest and discuss prospects of cooperation among two organizations.

Moreover, our Assembly continues its interaction with a number of leading international organizations acting in the Eurasian continent. Thus, TURKPA’s application for granting an observer status in the Conference on Interaction and Confidence Building Measures in Asia (CICA) was taken into consideration and positively accepted by the organization with 24 member countries.

International cooperation of TURKPA is based on recognition of legitimate and supreme role of the UN. In this context, TURKPA has applied for granting an observer status in the UN General Assembly. As a result of the efforts done by the permanent representations of the TURKPA member states in UN, this request was included to the agenda of the 66th session of the UN General Assembly. We believe that with support of the ministers of foreign affairs of member countries a positive result will be achieved in this direction during 2012.

TURKPA develops cooperation with Cooperation Council of Turkic-speaking states (CCTS) based on the common main objective to enhance the political, economic and cultural cooperation between the Turkic-speaking states. In this regard, relationships with TURKKON and TURKSOY were strengthened through participation in joint initiatives and creation of basis for the coordination activities.

Honourable Summit participants,

Over the last period, bilateral meetings of the TURKPA Secretary General were held with chairmen of the parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey and with foreign ministers of member countries, where consultations and suggestions were conducted. Taking this opportunity I would like to express my gratitude to the foreign ministers of four member states for supporting our activities.

At the same time, TURKPA’s legal documents and constitutions of Turkic-speaking countries, including Turkmenistan and Uzbekistan, have been translated into 5 languages and published.

Along with that, TURKPA has conducted the experience-exchange programme among the parliaments of Kyrgyzstan and Turkey and this process is continuing.

In near future, it is planned to hold the next meetings of the permanent commissions, organize international conferences and implement projects aiming at developing of relations with other regional and neighboring national parliaments, as well as at intensifying cooperation between Turkic-speaking states. Moreover, it is expected to organize international forum in mid-October in Istanbul to be devoted to “Role of youth leadership in development process of interstate cooperation”.

I would like to inform that upon special instruction of His Excellency President Ilham Aliyev a process of allotting separate building to the TURKPA International Secretariat has already started. In connection with that, on behalf of our organization I extend my deep gratitude to the president and government of Azerbaijan.

Finalizing my speech, I would like to express my special gratitude to H.E. Mr. Almasbek Atambayev, President of the Kyrgyz Republic, for hosting the Summit and great hospitality, as well as for his full assistance in our work.

I express my compliments to H.E. Mr. Nursultan Nazarbayev, President of the Republic of Kazakhstan, for his historic step made in 2006, which was an idea to establish the Parliamentary Assembly of Turkic-speaking countries.

It is my honour to deliver again my deep gratitude to H.E. Mr. Ilham Aliyev, President of Azerbaijan Republic, for his full support in providing TURKPA Secretariat with excellent conditions and in performing our activities as the diplomatic mission.

I would like to express my high appreciation to H.E Mr. Abdullah Gul, President of the Republic of Turkey, for supporting TURKPA in strengthening its international image and in shaping its own identity in the international platform.
