SPEECH OF MR. RAMIL HASANOV, TURKPA SECRETARY GENERAL 1ST MEETING OF THE MNISTERS OF FOREIGN AFFAIRS OF THE COUNCIL OF TURKIC-SPEAKING STATES (ALMATY, 20-21 OCTOBER 2011)

Dear Mr. Chairman,
Honourable Ministers of Foreign Affairs!

As you know, the Parliamentary Assembly of Turkic-speaking countries was established in 2008. The first plenary session of Assembly was held in 2009 in Baku and the second plenary was held in 2011 in Astana. The 2nd plenary session of TURKPA was devoted to the 20th anniversary of national independence of Azerbaijan, Kazakhstan and Kyrgyzstan. Astana plenary session was marked by adoption of important documents aimed at strengthening of TURKPA, as the international parliamentary organization, as well as four permanent commissions were set up, chairmanship was handed over from Azerbaijan to Kazakhstan and Astana Declaration was adopted during the session.

During this period, TURKPA, through its Secretariat, has been successfully acting in the framework of international cooperation. TURKPA was accepted to the Association of Secretaries General of Parliaments (ASGP) as an associative member, the Inter-Parliamentary Union (IPU), being the largest international parliamentary organization with 155 member countries, and Parliamentary Union of the Organization of Islamic Cooperation as an observer and participates in the Parliamentary Assembly of OSCE in capacity of guests. At the same time, cooperation was enhanced and developed with such organizations, as the European Parliament, Parliamentary Assembly of Asian countries, Inter-Parliamentary Assembly of CIS, Parliamentary Assembly of the Black Sea Economic Cooperation, Conference on Interaction and Confidence Building Measures in Asia (CICA), Nordic Council, and Parliamentary Dimension of the Southeast European Cooperation Process.

In accordance with its action plan, TURKPA has organized three international conferences. Conferences on "Parliamentary diplomacy - TURKPA", "Parliamentary democracy role in the process of the interstate relations development" and "Increasing role of women politicians in the 21st century" were successfully held with adoption of important decisions.

TURKPA develops cooperation with Cooperation Council of Turkic-speaking states based on the common main objective to enhance the political, economic and cultural cooperation between the Turkic-speaking states. In this regard, relationships with TURKKON and TURKSOY were strengthened through participation in joint projects and creation of basis for the coordination activities.

International cooperation of TURKPA is based on recognition of legitimate and supreme role of the UN. In this context, TURKPA has applied for granting an observer status in the UN General Assembly. As a result of the efforts done by the permanent representations of the TURKPA member states in UN, this request was positively accepted and included, as item 173, to the agenda of the 66th session of the UN General Assembly.

TURKPA have always attached particular importance to cooperation with the foreign ministries of member countries. Taking this opportunity, I would like to express my gratitude to the Government of Azerbaijan, host country of the TURKPA Secretariat, and to the Ministry of Foreign Affairs of Azerbaijan, as well as to the Ministries of Foreign Affairs of Kazakhstan, Kyrgyzstan and Turkey for their full support to our activities.

Dear participants!

TURKPA is highly interested in close interaction with other Turkic-speaking countries. Thus, there is a process of developing contacts with the parliaments of Turkmenistan and Uzbekistan. We would be honoured to see these two fraternal countries in TURKPA in near future and believe in that.

In accordance with the Istanbul Agreement, TURKPA has initiated exchange programmes among parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. These programmes brought successful results and process continues.

TURKPA`s established international mission for observing elections has monitored parliamentary elections in Azerbaijan, Kyrgyzstan and Turkey, as well as the early presidential elections in Kazakhstan. Our international mission will also observe presidential elections in Kyrgyzstan to be held on 30 October 2011.

TURKPA gives particular importance to strengthening a common inter-parliamentary platform for dialogue at a global level. TURKPA believes that parliamentary diplomacy, as complementing the traditional diplomacy, will play particular role in strengthening peace, democracy and economic development the world over. TURKPA`s close cooperation with the international institutions of Asia and Europe is crucial in intensifying the inter-cultural and inter-faith dialogue between the civilizations and highlighting tolerance issue, being a basic factor in the world agenda.

In near perspective, TURKPA is planning to hold the meetings of permanent commissions, 1st Congress of the World Turkic Parliamentarians, a number of international conferences, activities on the development of relations with the parliaments of regional and neighboring countries, realization of projects aiming at further development of relations among the Turkic-speaking countries.

Being the permanent body of Assembly, we perceive our historical and political responsibility in the development of above mentioned processes and we participate as a solid team in the Assembly`s activities.
