Mr. Chairman
Dear participants
Ladies and gentlemen,

First of all, I would like to express my gratitude for invitation to attend this important and high-level event, being an opportunity for me to address such an honourable audience.

With your permission, I would like to inform you shortly on the history, activities and latest developments of TURKPA.
The Parliamentary Assembly of Turkic-speaking countries (TURKPA) was established on 21 November 2008 upon the Istanbul Agreement signed by the chairmen of parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey.

One of the main tasks of TURKPA is establishment of new relations and development of existing ones with parliaments and other international organizations of the countries in the region and all over the world. Our goals include strengthening of political and economic security of the countries on the grounds of refrain from threat or use of force or economic or any other pressure, growth of national prosperity by means of full and rational use of natural resources; endevour to the further progress in the sphere of parliamentary diplomacy.

II Plenary Session of TURKPA held on 27-28 April 2011 has been marked as a turning point in the structural development of organization. The Plenary Session was devoted to the 20th anniversary of independence of Azerbaijan, Kazakhstan and Kyrgyzstan, having adopted important decisions. The Assembly made a significant step in the directions of improvement of its legal documents, organizational matters and cooperation with international institutions. In this context, I want to stress that TURKPA Chairmanship-in-Office is conducted by the Majlis of the Parliament of the Republic of Kazakhstan.

Dear participants,

Parliamentary dimensions of OIC and Turkic-speaking states represent an additional platform in international cooperation, as a crucial aspect in strengthening peace, democracy and economic development and other topical issues worldwide. In this regard, TURKPA pays special attention to cooperation with OİC and PUIC, being the inter-parliamentary organization with great experience and having a high-level platform for discussion of regional and global concerns by parliamentarians from countries with Muslim population. Taking into consideration that Turkic-speaking countries population is dominantly Muslims, cooperation with OIC and PUIC is inevitable and extremely important. As you already know, the TURKPA application for granting observer status was reviewed in the 13th plenary session of the Parliamentary Union of the OIC Member States (PUIC) held in Abu-Dhabi on 18-19 January 2011 and TURKPA was granted observer status. The logical result of these close relations was granting PUIC an observer status in TURKPA (decision adopted at TURKPA II Plenary Session in Astana on 28 April 2011). Observer status of TURKPA in the PUIC and PUIC in the TURKPA is a significant basis for us in promoting dialogue among parliaments of Islamic world and their members of parliament, exchanging parliamentary experience, discussing economic, cultural, social and political issues of interest to the Islamic community. I should especially underline the fact that all TURKPA member states are also members of OIC and PUIC. As the Republic of Kazakhstan chairs in the Council of the Foreign Ministers, this is an essential ground for the effective continuation of enhanced development of our mutual relations.

TURKPA from the very moment of its establishment advocates for tolerant co-existence of different nations and religions and all our member-countries are examples of such peaceful and friendly co-existence of people with different religious faith and national identity.

Mr. Chairman and respectful participants,

The TURKPA entirely shares UN principles and objectives seeking for close and effective cooperation with all the inter-parliamentary institutions involved in the activities within the UN ideals and values. In this regard, I would like to inform you that TURKPA has recently applied for granting an observer status in the UN General Assembly. In accordance with the UN internal procedure, the process of reviewing TURKPA`s request is ongoing.
It is an honourable opportunity for me to appeal to such a high-level audience of the Organization of Islamic Conference on seeking support to the application of TURKPA on granting an observer status in the UN General Assembly.

Allow me also to express my appreciation to the Ministers of Foreign Affairs of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey for their active and close interaction with TURKPA.

Let me express sincere thanks on behalf of TURKPA for excellent organization of this event and for having a chance to address the meeting. I would like to thank everybody who participated in organization of this event, as well as to express gratitude to the Organization of Islamic Conference for their cooperation, and wish success to all participants.

Thank you very much for your kind attention.
